I received ITA on 14th June 2016 and I already have one PCC which was required for Transportation Security Clearance back in August 2015. I have never been back to my home country India since the departure date. Do I have to apply for a new PCC because the old one has crossed the 6 months validity?

PCC validity is 1 year if it's not your current country of residence.

Provided it was issued AFTER the last time you were in the country, it is still valid.
 
What is the purpose mentioned??? If it is not mentioned for immigration, then you need to get a new PCC from Indian Embassy for Canada immigration purpose.

The purpose says "for the grant of Immigration/travel facilities including visa for CANADA /Job".

Then this PCC is valid until the day you return back to India from the time this PCC was issued.

For countries in which the applicant no longer resides, the police certificate must have been issued after the departure date of the last time the client resided in that country for more than six months.
Police certificates are required up front and are mandatory for each country (except Canada) where an individual has lived for a total of six months or more. This instruction is for the purpose of the completeness check under section R10. However, it is always at an officer’s discretion to request a new or additional police certificate.

I have visited XYZ country on Visitor VISA for business purpose 10 time in between 2010 to 2012 so it total time is 191 days (more than 6 months). Any visit to that country is not more than one month as Visa on Arrival is for one month only.

As per above please correct my understanding,
From 1st stmt - As i am not living in that country and I have not stayed any time for more than 1 month so I do not require to have PCC from XYZ country.
From 2nd stmt - It is mandatory if I have reside in any country total more than 6 months.

So it is total confusing. Please any one help me to guide in this case.

If your total stay is around 6 months or more (including all trips), then you need to obtain PCC from that country.
 
What if I am not able to acquire PCC from that country because I do not have docs they require.

The standard documents required to obtain PCC for most of the countries are:
1. Passport copy - Bio pages only
2. Visa copy
3. Copy of National ID card of that country (if applicable)
4. If applicable, attested fingerprint card (attestation from Ministry of Foreign affairs of your current country of residence and also from the Embassy of that country in your current country of residence).
