PCC rejected due to Address Proof

Hi All My Wife PCC rejected due to Address Proof she dint have any utility bill on her name her mobile is also on prepaid i gave bank statement with stamp which they rejected .

Any idea what else i can give

You can go to service ontario and get ID and address proof from there.
