PCC not required for stay in Canada?

CIC website says that PCC is not required for stay in Canada until it's asked for. It lists other countries contact for PCC but not for Canada. At what point do they ask for any clearance?

They do a name check, if there is a person with a similar name and age, then they will request fingerprints to confirm if it is you or not.
