PCC Noc required for wife in indian army who is not accompanying

Hi Guys can anyone help me as i had applied for pcc for my wife because we have applied under EE in which wife not accompanying option is there. As she is working with indian army so she dont want to migrate to canada as of now. For filing my application, they asked PCC For me and my wife but we are not able to submit her pcc as police guys are asking for NOC from her department. But as she is not quiting her job nor she is going to canada she cant get NOC from her department. Can we get her PCC done or write to IRCC in LOE for reason of my wife PCC Not available.

You need PCC for your wife even if she is not accompanying you for now. If you submit your application without PCC it will be rejected as incomplete. There is no way around this requirement so you would have to get NOC and get her PCC done.
