PCC from oman - agent

I am applying for immigration for parents and need a police clearance certificate from Oman. My father worked in Muscat, Oman for 15 years till 2016 and is currently in India.

Please advise if you know someone who can help us in obtaining a PCC by applying on our behalf at Oman
I am aware of the mail option and it looks like it is slow and I would like to apply this route

I called JK consultancy .. they are charging 40k .. for 1 person .. that is a ripoff

1) Can someone on my behalf (Omani or any other nationality) living in Oman take PCC? if I am not there
2) if I go to Oman myself, can I take for my wife as well>?
