PCC from India

Hello guys,

I am applying for FSW express entry, I did my education (2 years) in India. As my country and India has an open border and we don't need a visa or any travel authorization letter to visit one another country, so there is any proof of border crossing on my passport, however I have transcript, ID card, and degree certificate from my University in India. Currently, I am in Canada and I need PCC from India. I was wondering how could I get PCC from India in my case.
Any guidance from experts is much appreciated.

from what i read from the interwebs:
as a Resident non-citizen in India, will need to apply in person to the Foreigners Registration Office (FRRO) of your state of residence in India
