PCC from Atlanta or Washington

Hi

I'm in FLorida right now.

I have couple of questions in applying for PCC.

1) Can I go to washington and apply for PCC in-person or not ?

2) How much time will Atlanta Embassy take for issuing the PCC.

If I go to atlanta what documents I need to carry with me.
if I go to washington what documents I need to carry with me.

Please help with these question, I don't have any friends to help me in this process.

can you tell me the process on how to Photocopy of all supporting documents should be notarized
