We're Indian citizen..I'm on PR status...and my wife has applied for spouse PR...she has been asked for PCC...my wife was in the UK in 2013-14 on student Visa and lived there for 18 months. Does she still have to submit PCC of the UK?

Please advise.

Of course. She must submit a PCC for any country she's lived in for 6 months or more, non-consecutive.
 
Should be no confusion as any applicant must produce a police certificate from any country they have lived in for 6 months or more since age 18. Although you probably have the UK link here it is again, pretty straightforward and they tend to meet their turnaround objective of 10 days or less or 2 days for the premium service .

Wouldn't there actually be some confusion with this, as the new spousal application kit no longer asks for that? From the application guide:

"When we ask you for police certificates at this stage, you’ll have to submit them for:

the country where you currently live, if you have lived there for six months or more; and
the country where you have spent most of your adult life since the age of 18."
