Passport went for PCC ,Can I apply for OINP without it

Hello everyone ,

My deadline to apply for OINP is January 16th .My Passport is gone for PCC India and hasn't come back yet.
My question is If I don't get my passport back before 16th January can I apply for OINP without copies of passport and add it later once I receive it ?
