Passport submitted to Ottawa and CP strike

My passport and CoPR have been ready since this Monday, but I just called IRCC and they said they have no prospective date of returning my passport because of the strikes (which is very understandable and reasonable of them), however, since I’m in the Rocky Mountains now the called died before I could ask the agent if I could submit a letter of explanation and request that my passport is returned to me with FedEx like they do for American applicants because I will be returning home (in Canada) on the 19 and I need my passport before then. Has anybody seen a case where IRCC would return passports to a Canadian address using a private courier company due to CP strikes??

If you provided a prepaid courier envelope they will, I believe. If you didn't, they won't.
You will be returning home in Canada? Are you currently in Canada? You do not need a passport.
