The permanent resident of my husband was approve on Feb.10th 2016 they sent a letter to submit my husband passport in Turkey before march 10. My husband is currently in my country helping me with my elderly parents who are in their 90. My father will have and serious test that requires him to be hospitalized the end of march. Im not able to go because my job and my son school and need him to be there, Our lawyer sent a letter asking for an extension for the beginning of April Feb. 10th and we did not receive any answer, we dont know what to do since we cant contact them in other way. What happens if my husband stay in Peru and submit the passport after the deadline date and if so what can be the consequences, can he submit the passport in my country? please advise us what to do

Ultimately, there were cases when applications were closed when documents were not submitted in time. Some were successful in reopening them after a request and explanation of circumstances which led to the delay. Given your situation and that your case is handled by a lawyer who already submitted extension request and explanation, i think CIC will provide an extension, even though they might be delayed with their reply. But no one can really know or say for sure, you will have to wait and see.
I know CIC does allow to applicants visiting Canada to send passport to Ottawa instead of the original country. I don't know if it is allowed to do in a 3rd country, i would not send my passport without specific CIC authorization to do so.
