Passport submission to VAC in a different country

We are husband (primary applicant) and wife (dependant). We received PPR last week . When we applied we were in a different country. 2 months ago we moved and changed our country of residence to Berlin. We also raised CSE to inform address/contact info change to CIC back then.

This morning we went to submit our passports in VAC Berlin.

First, they said passports should go in separate envelopes each containing a copy of PPR letter, consent letter, photos and the passport. Is this OK? I thought all should go in one package.

Second, our VO is Ankara, Turkey. We received the PPR letter from Ankara. However, VAC Berlin said they're sending the passports to Vienna, Austria .. but shouldn't it go to VO that processed our application ????

I'm so confused and very worried. Is everything correct?

The documents being separated might be the VAC's policy. I don't think it's a problem as long as they get where they should.
Your passport doesn't have to be stamped by the office where your application was processed. It mostly gets stamped at the visa office closest to you.
