My spouse has traveled to USA, student visa, 13 yrs back and travelled to many countries.
He didnt travel anywhere in the last 10 yrs. DoI need to scan these pages also?

You should scan the entire current passport even if it's blank pages

You only scan bio pages plus any pages with stamps or visas.

The requirement is for your valid passport but you can include those of the expired ones to have your background check easier to do for the VO.

For old passports, you don't have to as it's not required, but I guess it depends on your specific case.
In my case for example, 90% of my travels were on my old passport so I included that, to make BG hopefully easier.
