Passport Returned with NO Clear Instructions - Spousal Application - NDVO

My timeline for spousal application is below,
Application Sent: February 26, 2021
Medical passed: April 2, 2021.
Visa Office: New Delhi

I received Passport Request email from NDVO on February 25, 2022. I have sent the passport on Feb 26, 2022 and it went under process on March 2, 2022 at High Commission in New Delhi. However, I received back the passport and a letter stating as below,

"Your request for visa issuance has not been processed and your passport is returned back due to the following reasons;

1. You failed to provide the photographs as stated in our instructions. Kindly provide photographs as per specifications mentioned on the back side of this letter along with the passport.
2. Your medicals are expiring and fresh medical instructions will be issued to you soon.
3. Please do not submit your passport unless you are asked to do so. We will contact you once we are ready to finalize your application.
4. Please be advised that we requested your passport in error and therefore are returning the same."

Points 1 and 2 are check marked while points 3 and 4 are not.

My question here is, do I have to submit the passport with new photographs? or do I have to wait for medical instructions and complete the medical and once they get updated on GC Key at that time should I send the passport with new photographs?
