Been mailed my passport before CP strike -- application closed according to CIC Portal but passport is now get stuck at CPC-Ottawa under special measurement, return Xpresspost not activated. CIC agent provides no info at all, saying that "solution not yet available"

Wondering if anyone has received passport thru alternative courier? Any solution provided by CIC agent? Am I able to pick it up at CPC-Ottawa or local cic office?

Agents cannot give solutions.

Unfortunately CIC won't use any other means to return documents but the one you provided, that is Xpresspost, so they have to stick to your decision.

If you knew of potential strike, why didn't you use DHL, UPS or any other there?

No. This would be unfair to people that cannot pick locally.
 
I thought the government is only dealing with Canada Post... Now lesson learned:)

Could I call CIC and arrange a UPS pickup?

CIC has recently announced it will resume using Canada Post services:
