The Canadian embassy asked me to send the passports and payment of RIGHT OF PERMANENT RESIDENCE FEE for myself and my husband. Does this means my application has been approved?

depend on VO.
Each applicant process is differnet than other applicant/s. So COSI do not compare with any applicant. just go through your VO process and your application process.
It will be take min 30days to min 3months with existing fast track but still depend on VO and applicant application. so, do not ready to fly or do not make any arrangements untill you get your Passports with visa stamp.

Hi, can anyone guide me when VO send passport request....does it comes through normal post, courier, registered post, email...??

Please guide, as I remain most of the time out and my letter box has no lock facility....worried :-[

mostly e-mail, but depend on VO.

Hi, CIC visa Offices will not spend money for courier or registered post for the PPR. Usually it is by ordinary post. If they have communicated with you any time before by e mail, then you could get a request by e mail. So just check your letter box frequently.
 
SO we get an email for Passport Request? Also does e-Case show something that suggests that PPR has been sent.
I am always worried about Post office Post :'(
