Got this request letter saying that to finalize your application (express entry) we require passport and photographs. but decision made column on my CIC account is not started yet. Is that approval for my application?

Don't worry, your CIC account my take some time to reflect your new status.

I am in the same situation and I know several people who have been in the same situation were afterwards their CIC accounts reflected the case acceptance.
