This has been discussed at length in the thread at the bottom of this post. Manila certainly DOES request the passport at the beginning of processing the visa. It seems ridiculous since their processing time is 9+ months, and they already have a photocopy of the passport. Nobody can explain why Manila deviates from normal process of requesting the passport just before they are ready to issue the visa.

Therefore a PPR from Manila is absolutely no indication of visa approval.

What strange is not only keeping passport for such a long time but the fact that some applications go abroad. For example, in our case, we applied in Ankara but wife does not live in Turkey, so if they first request passport keep it for months then request to come to interview does not actually make sense. There is only one cure for that, they process cases and approved in a couple of weeks after they receive the documents from Mississauga :)
