Passport request...where to send it?

Hi guys,

I received the passport request through MyCIC account (online application for study permit). My application was processed in LA. My question is can I send my passport to New York, or does it have to be LA?
Can someone also explain the CSC consent form business, and the extra fees please?

I will rather advise that you send it to the VAC that processed your VISA, that is L.A. Hope this answers your question?
