passport+notarized?

Good day,
I am from Ukraine and I completed the forms for submitting application to the CIO but I have several questions.
1. In the "Document Checklist - Centralized Intake Office(CIO)" according to № 7 "A potocopy of your passport's bio-data page, (principal appicant only)" I need to send a fotocopy of my international pasport.
Do I need to sign it or notorized?
2. I study English but havent have any language test. So Is it right in Scedule 3 to mark proficiency in English as basic (for example) and try to take IELTS in January ?

1. It is better to get it notarized. However, if that is not possible, it is not a big deal to send the passport copies as it is.

2. Why not take IELTS first and then send the documents? That way you know how many points you have scored for English proficiency. It shouldn't take more than 15-30 days to prepare for the same. However, if you are confident you will score well, then mark it as "Proficient". If you are unsure, it is best to take the test and then send the documents.

I agree that it is a good idea to take IELTS firts but it is a big problem in Ukraine . Nearest exam only in January and I dont want to waste a time.

Well, then you are the best judge with regards to your English proficiency. If you feel you can do well in IELTS, then give yourself the highest possible marks. Another factor to consider is if IELTS points are the sole criterion by which you can immigrate to Canada, it is best you mark it as "Proficient" and then make sure you get at least 7.5 in listening, 6.5 in writing, 6.5 in reading, and 6.5 in speaking. This will ensure you get all the 16 points for IELTS. If your points are over, say 75 or so, that still gives you the "safety net" to mark yourself as moderately proficient (in which case you get 8 points).

I have 73 with Moderate Proficiency(8 points) in English. And I think I can recieve it. Thanks for your help!
