The passport request for pr stamping was received on 17th of Nov and 21st of nov2011 passport was sent to Buffalo office.
From 12the the online status changed to decesion made.

My biggest problem is I need to go urgently to my home country for some family issue and accordingly I have booked my ticket on 17th Dec 2011.

My request to the forum members is do I hope to get my passport before 17th of Dec or cancel my ticket?
Please suggest!

The only source of a reliable information for your question is Buffalo office. I don't think expediting would do any help because it is not even a month after submitting the PP.. I would suggest you to post pone your journey till you get the passport back with visa.
 
I agree with wilson's response.

Expediting it so early will do no good.

Besides, I am not sure how important the other commitment you have is, but this is important too, after all, you waited so long for this day, and you definitely don't want to disturb this in any circumstances.

It's a tough call, but if you have the option to push your other commitment then I think you should decide it that way.

I'm not sure what the others mean by "expedite" but you should contact Buffalo - they may or may not respond, but simply ask if your passport has been sent yet.

My passport went to the NY office, but the "decision made" date was the same date my passport was stamped. I received it back in the mail in 1 week.

Even if your passport has left Buffalo, it is in the hands of Canada Post right now, not a good place to be with such a looming deadline. I would try to get some info from Buffalo and then decide - you can postpone, of course, but for how long? 1 week? Will that be enough? It's difficult to change tickets without a little more info...
