Passport for non accompanying dependant

I am a canadian citizen and I am going to sponsor my husband, he has a son from a previous marriage. I don't think ex wife will let him get a passport so is it possible to just get the exams and a picture so that sponsoring him at a later date is still possible?

Also has anybody ever applied for school and dealt with the whole thing from abroad apps, financial aid.......

Oh yeah and how the heck do I find all of those addresses?

Non-accompanying dependents do not need a passport - he would, of course, need one if you ever decided to apply to sponsor him in the future.

Not sure about the school thing.
