passport country of issue

Hello friends,

My husband who is an Indian citizen, working in Oman, had applied for adding spouse name in his passport after our marriage . So he was reissued a new passport cancelling the old one from Muscat, Oman.

Now when I am filling up his id details the system is asking for Country / territory of issue (required).
I am very confused as to which country to write. The passport was reissued in Muscat, Oman but it is an Indian passport.
so what shall be the Country / territory of issue .
