It depends what it is for. All pages, including blanks as how does CIC know that the pages that you didn't send are blank?

CIC can be faulted for many things but the PR Card renewal guide is quite clear. Passport details are required both as a primary document (bio page) and as proof of presence in Canada via an examination of stamps endorsed therein (all pages including blank). This means the bio page may/will be submitted twice unless you trust the CIC agent opening up your application to link the 'primary' document requirement to the 'presence' aspect. If you find the form and guide confusing seek the help of either family, friends or get legal advise. Make sure the lawyer or immigration consultant is in good standing with the relevant professional body that regulates them.

Quick question, if it's for citizenship application, do I need to include all pages?
