Not from personal experience but if you showed up there with said ID in hand, they would have to. BUT you said "return to Quebec"... you were there before? Which is "important" to you, to keep the family name? or your birth name? good point. My husband lives here I have been visiting here. I'm not on file as it were. But my husband lives here. My name isn't in the system.
