wondering if a person can get their passport back after a positive NOD and before PR to use it for travel to a third country that doesn't issue visas on RTDs?

any information would be an asset to me

No. You won't be able to get your passport back until PR.

You shouldn’t be using your home country passport to travel if you want to retain your status in Canada. You need to use an RTD.

Would add that if the country you wish to visit doesn’t accept your RTD so you use your home country passport instead that shows you were aware of what you were doing. That weakens your case if the gvt tries to take away your protected person status in Canada. Pick a 3rd country where you can travel on your RTD.
