passport application urgent help!!!

hi, just wandering that in the passport application they want us to provide 2 proof of id.so 1 can be my Passport now for the 2nd my health card has expired so can i use the photocopy of PR card signed by gurantor as 2nd proof or will my expired health card be okay .kindly help

The following are acceptable ID's Provincial Issued Driving License, Health Card (with picture).
