Passport application to wrong passport office

Hello,
My friend lives in Ontario but by mistake he sent his passport application to Passport Program PO Box 9325 RPO CSC Halifax NS B3K 0J1 (meant for Atlantic Canadians) instead of the regular Gatineau address.

what will happen now? What he should do now?

Likely won’t be an issue. Pretty sure it will still be processed. Just might take longer than usual because Halifax is a longer way from Gatineau to Ontario.
