- Can I work and live in Quebec with just the PR?
I read the follorwing on a forum, is it true: 'if you enter from another port of entry and you come to quebec after ,you can live and work in quebec (sin card is Canadian service) but you will have no right to any provincial service , health care, free school for kids....it takes CSQ for that'

- Can I pass the CSQ after receiving the permanent residence?
I also read in the same forum that delays to receive CSQ are shorter once in Canada, is it true: 'When you enter as pr and you apply for CSQ in montreal , saint jaques street quebec immigration office , it takes 15 days to get it.'

As a PR you have the right to live and work in any province. This is the first I've heard of people needing an after the fact CSQ to get services in Quebec which doesn't mean it might not be true, just the first I've heard of it.

If you look at http://www.ramq.gouv.qc.ca/en/citoyens/assurancemaladie/arriver/autre_prov.shtml it does say that a PR needs his landing paper and "in most cases a CSQ" to get a health card although they don't say in which cases you don't need it. At http://www.ramq.gouv.qc.ca/en/citoyens/assurancemaladie/arriver/non_acces.shtml they do not however list PR's without a CSQ as one of the groups not eligible for health care.

It's been 8 years since you have posted this question...did you find an answer? I am asking the same thing now! What if we get PR in Canada but want to move to Montreal after the fact? How can you become eligible for benefits in Quebec, especially education for children. I'd love to know if you figured it out :) Thanks!
