I intend applying for admission to a Master's program on a part-time basis but I wanted to know something first;are you allowed to work on a full-time basis?If yes,how do you get the work permit for that?

You need to be a full-time student if you want to work on a student visa.
 
And to add, even if you are a full-time student, you will not be able to work full-time, you can however only work for up to 20 hours per week. Good luck!

Thanks for your feedback.Much appreciated.I knew that about full time studies.My concerns are with part-time studies.For example,I was in contact with a school in the US and they confirmed that,;or part-time studies you are allowed to work on a full-time basis.And in reality,that is what most of the student does.Unfortunately,I'm an immigrant & with new immigration reforms,I have little interest in going there.So,I wanted to know if the same is true for Canada as well or different.

Different rules in Canada.

As already explained, you cannot work at all while studying part time. Since you will be studying part time, you also will not qualify for a Post Graduate Work Permit once you complete your studies.
