Hi,
I need help re-applying for my mom's visitor visa and I really appreciate if anyone could give me some advice.

I was refused in the first application in June 2015 due to the following requirements not being met, per the rejection letter provided by CIC - an officer in Beijing:
- your travel history
- your family ties in Canada and in your country of residence.
At that point i was a student who just graduated in that summer and I planned to invite my mom over to attend my graduation ceremony. Mom was retired and my dad passed away in 2013.

I haven't seen my mom for over 4 years and i really want to enjoy the summer time with her in Canada. I know I have more options now as a permanent resident, but I am planning to go with the visitor visa because it has the fastest assessment period over super visa and PR and it is also valid for 10 years.

In attempt to successfully re-apply this time,
- How can I best describe the reason for rejection from the last time?
- Are there any suggestions/tips for my second application?
- How can I provide a better evidence with regards to family ties?

That's not entirely correct. TRVs are not valid for 10 years. Validity would depend on a number of factors..... and the maximum validity can be until passport expiry.

Your mom won't have to explain why she was refused. She must prove that the reasons for refusal no longer exist.

- Are there any suggestions/tips for my second application?
It's easier to advise if you post the list of documents your mom intends to submit + how long she intends to visit + what reasons she can demonstrate to return to her country of residence

- How can I provide a better evidence with regards to family ties?
It would depend on the complete application/evidence and explanations
