Parents Visiting Visa To Canada From India

Hi guys

I am planning to apply for a visitor visa application for my parents from India.
Does India process visiting visa applications now? I am not sure if the application will be sent to Canada. I think it will be stamped in New Delhi.
Did anyone apply recently. Any help on this will be appreciated.

I applied for parents in August, got Biometrics Instruction Letter the next day.
Submitted biometrics in Bangalore in September.

Since then no updates
