Parents visa got refused two times

Hi, I came to Canada in December 2017 as a student and I applied my parents visa on the basis of home sick ness in December 2018but it got refused. And than again I applied for parents visa on the basis of my convocation ceremony (June 2019) in February but it again got refused. NOW should I apply for my mother’s visitor visa on the basis of Christmas holidays ???

Maybe share the reasons why each application was refused so someone can comment. The reasons for refusal need to be resolved as opposed to just any reason for visiting.
