Only 5,000 applications are accepted each year starting in January. This year the cap was reached in 1.5 days. You need to meet the minimum income for three years in a row to qualify to sponsor (income must be from Canadian sources). You must provide Canadian tax returns as evidence that you meet the minimum income requirements.
