Parents Sponsorship refusal

Hello all, (Helping out a Friend)
I applied for my Parents’ PR application as a citizen of Canada. Everything was okay, sent the medicals and PCC but before a week, got a letter saying that the application was refused as we didnt send the passports. When checked Mother’s emails, didnt find any mails in the Inbox, but there were mails in Spam folders about passport requests. Could anyone help in anyway, if someone know about something on how to appeal and what reasons to add to the appeal or anything. Thanks in advance.

Ask for reconsideration rather than appeal.

Hi, They already refused the application and gave me the refusal letter stating, if I want to appeal I could.
if you know how to do the reconsideration, could you tell me about the process?
