Parents sponsorship: Question about family size

Question is how the size of family is considered for sponsorship of parent.
2015 : Total of 3 = Family of 2 (husband and wife) + 1 parent to sponsor
2016 : Total of 4 = Family of 3 (husband + wife + Kid born in 2016 ) + 1 parent to sponsor
2017 : Total of 4 = Family of 3 (husband + wife + Kid born in 2016 ) + 1 parent to sponsor
2018 : Total of 4 = Family of 3 (husband + wife + Kid born in 2016 ) + 1 parent to sponsor


will CIC count like above or will they just count 4 for all the years.
