Parents sponsorship application has been approved. However, the dependent spouse does not want to come anymore. Can I only submit the principle's passport to the VISA CENTER to issue the Confirmation of Permanent Residence and the permanent residence visa? Or I need to submit both of their passports but only the principal applicant comes to Canada for landing? Does anyone have the same experience? Very much appreciate the help.
