Does someone applicant meet requirement for both Parents sponsorship, if husband - wife has 1 child in year 2015 & gross household income 68000 $ per year (5 family member size including both parents) , another child born in 2016 & gross household income above 78000 $ (now 6 family members including both parents) , and in year 2017 Gross household income 78000 $ per year (6 family member size including both parents). Does that applicants eligible to apply both Parents sponsership now onwards. In Year 2015 applicant had 1 child and gross house hold income was 68000 $ (not above 76000 )

The only family size that is important, is family size at the date you submit the parents application. IRCC doesn't care about your family sizes in previous years since that is no longer relevant.

The intake for 2018 is already closed, and there is no more chance for this year. So next chance to apply is 2019. If family size is 6 in 2019, that requires income of:
2018 $77,000 (approximate)
2017 $76,015
2016 $75,174

As long as family size stays at 6, then it seems 2016 and 2017 income qualifies. 2018 will need to qualify as well, and they can enter lottery in January 2019.

If they have 1 more child though before apps are submitted in 2019, that will cause them to not qualify since 2016 and 2017 income would go up to $84K range.
