My parents received PR in 2023. My father have been hired by my business (Canadian Incorporation) to handle offshore operations. Will his time offshore count towards PR renewal (2 years out of 5)? If yes, will my mother’s time offshore also count as she stays with the father to support him. Thanks

Does your father have a work permit to work full-time in your foreign office? Does your foreign office pay taxes in that country with staff/office space etc? How long has he worked for the company in Canada?

If he was hired directly for the offshore role, then no. If he has been working for a while for the company in Canada and is being temporarily transferred to the offshore role, then it may be possible to cliam the time (as well as your mother). The company needs to have active operations in both Canada and the offshore location.

I'd expect a fair amount of scrutiny. Was the company established primarily to provide your parents the opportunity to claim the credit? Did the company exist prior to your parents receiving their PR? Does it generate revenue, with genuine documented transactions and clients or is it a "shell" company? When your parents come back to Canada, does your father continue to work for the company and does the company continue to operate under different leadership when they do? How do you explain a new overseas contract if they go back that, from an outsiders perspective, looks like an effort to avoid complying with RO?
Those are questions that come to my mind and I don't work for IRCC and deal with these sorts of intricacies that surface all the time.
 
How long have your parents actually spent in Canada? How old is he? This appears to be a very clear attempt to remain compliant with RO and it will to IRCC as well.
