Parents PR Immigration , Parents in CANADA

I applied a PR of my parents in 2009.
Got letter for Police clearence and medical in Feb 2013. Submitted PC and medical in March 2013.
Now I got email from CIC canada [Otto Pilot, Ottawa] to submit passport [ Parents passport] to Canadian High Commission or VFS.

My parents are in canada on visitor visa.

My question is:-
Do my parents have to go back to home coutry to submit passport?
Is there a way to get the PR visa here and how to get the PR landed entry/status without going out of canada.

Any suggestions/comments are welcome ?

1. No, the Visa and COPR will only be issued in ND.
2. So either your parents or at least one will have to return to India or find someone to carry their passport to India and carry them back to Canada when the visa is issued. You can't mail/courier passport in/out of India.
