Hi everyone, my parents got their PR 5 years back out of which they were able to stay in Canada only for 4-5 months max. It was also because during that time, Covid happened and no flights were operating for a very long time. Now, their PR is expiring next month. How can they re-apply or renew their PR? Who to contact and can they ask for extension on it based on covid circumstances? Thanks, please help

An extension is not possible.

They should return to Canada before their PR cards expire and then remain in Canada without leaving until they meet the residency requirement (and then apply to renew their PR cards).

If it's not possible for them to relocate to Canada now, then there isn't much you can do now.

Ok, thanks for your response. Can they not re-apply for PR?

If they officially lose their status or renounce, they can reapply. However they would obviously need to meet the criteria to reapply or be selected if you are thinking of going through the parent sponsorship program. They can't just automatically reapply.

If they are elegable to apply under Express Entry or PNP, sure. They can re-apply once they renounced their PR.
If they needed to be sponsor under PGP, well, you will need to wait and see when IRCC re-open entry to the interest to sponsor forms.
And try out their luck on the lottery system. (if there is still a lottery system by then)

@scylla has given you the best advice. Having them return to Canada before their cards expire is by far the best option right now.

Ty to relax. Everyone here is trying to provide information for you to process and, hopefully, relax a bit.

Firstly, your parents are not losing their PR status next month. Only their respective PR Cards are expiring. Unless/until their PR status is either revoked by IRCC for not meeting the required Residency Obligation, or they voluntarily renounce their status, the still have PR status.

Without a valid PR card (or a PRTD) they would likely be denied boarding a commercial flight back to Canada. Without either of these, they could return to Canada via the U.S., but would need to actually enter Canada at a land border (POE) in a private vehicle, or on foot. Even with expired PRcards, they would be admitted by CBSA but could face questions, perhaps at length, as to why they have not met the R.O. conditions.

Best case: They are waived through without any real delay.

Worst case: The are questioned at length and the CBSA officer creates a 44(1) report, which, if affirmed by a second officer acting as a Minister's Delegate, would start the proceedings to revoke their status. This does not happen automatically and they would still be allowed to enter Canada pending the hearing.
