Parents landing

Hi, my parents got their approval for PR and they have to land before Sept 2019. My father is the principal applicant and my mother the secondary. They cannot land together as they cannot leave their place at the same time due to some unimportant reasons. My question is, can my father who is the PA land first without my mom and my mom to land later on after my father lands and do this without him??
