Parents invitation to apply but siblings are over 21 now. Can they apply too?

In 2020, I submitted an application for a Canadian immigration invitation to apply for my mother, during which time my siblings were under 21, making them eligible to apply. However, now that I've received an invitation to apply for immigration, my siblings are over 21. Are they still eligible to apply?

How old are they? Are they under 22? If not, no. It is based on when you put in the application.
