Hi everyone,

I just received this Procedural Fairness Letter from IRCC saying I didn’t submit some requested documents (Schedule A, police certificate, declaration, travel history).

But I actually uploaded and submitted the documents earlier through my account, so I’m confused why they are saying they’re still outstanding.

Has anyone experienced this before?

I am very sure i uplaoded the right documents, I called IRCC customer Service and the agent confirmed she can see the documents but do not know why i am getting a Procedural Fairness letter as there is no comment on form the processing officer.

I submitted all documents including the Proof of Medical Exams through MyCIC account on the 20th Jan 2026

The Medicals was tranmitted by the Medical Center on the 24th Jan 2026

Any advice would really help since I have 30 days to respond and what is happening.

Dear @@@@:

I have reviewed your application for a permanent resident visa as a member of the family class. I have concerns that you may not meet the requirements for immigration to Canada.

You have not met the following conditions:

Immigration Refugee Protection Act

Subsections A11(1) & A16(1)

Application before entering Canada

11 (1) A foreign national must, before entering Canada, apply to an officer for a visa or for any other document required by the regulations. The visa or document may be issued if, following an examination, the officer is satisfied that the foreign national is not inadmissible and meets the requirements of this Act.

Obligation — answer truthfully

16 (1) A person who makes an application must answer truthfully all questions put to them for the purpose of the examination and must produce a visa and all relevant evidence and documents that the officer reasonably requires.

On January 14, 2026 you were asked to produce the following documents:

- Medical Exam – Received

- Signed Statutory Declaration

- Police Certificate as the current on file is expired

- Updated Schedule A and Travel History

Till this date, everything but the medical exam remains outstanding. Before I make a final decision, you may submit additional information relating to this issue.

Any evidence or submissions which you or your sponsor may wish to submit to this office for consideration in response to the concerns identified above must be received at our office within 30 days of the date of this letter. If you do not Family Immigration Operations Division Division des opérations d’immigration familiale Website: www.cic.gc.ca Site web: www.cic.gc.ca

What is your timeline, btw? When did you submit the complete application?
