At this time we are paying for private help at home, and he is still covered under his American medical insurance ( when he needed surgery we just crossed the border). In reality, if he progresses enough to need nursing home, we will do that in the states. We are thinking mainly about my mother's future: if he goes to nursing home or if he passes. We want her to be here with us with Canadian status. He personally will most likely not benefit from the whole situation; we are just stuck not being able to apply for my mother without his condition negatively affecting her chances of being approved. Seeking care in the US especially a nursing home would be seen as your mother abandoning your father in the US. Abandoning a sick spouse is one of the reasons you must apply for both parents because unfortunately many would leave the sick parent abroad in favour for the health parent being approved. Approving the application so your mother can have PR status when your father passes is probably not a great argument since the program’s intention is to reunite families immediately not further down the road. All you can do is try. Hire a lawyer but there is a good chance they both will be denied because once approved there is nothing stopping your father from accessing care in Canada so have a plan B. It sounds like your parents have been visiting you in Canada for quite some time. At a certain point your father will need to do a medical to extend his status. Assume he won’t pass and that would also mean that they would have to return to the US.

Hello,
I am applying for my parents sponsor 2021.
My question is if our income for 2020 and 2019 is above the required.
but for 2018, it is a bit less than required.
Required is 68000 our combine 65000.

but we have significant savings here in Canada 50000+ also my wife recently got a better job (previous was only part time now she got full time job)
should we go ahead and apply or what?

what's your thoughts on this.
You're going to be refused if you submit the application.

Hello guys. I am Dilip from hamilton. I received invitation to apply for my mother this friday. I couldn't apply for my father in 2020 because of passport issues. I am not sure how can my father get PR based on my mother PR once she get it . Any clues? Do i need to sponsor my father next year when they open?
Your father must be included in the application so he needs to sort out his passport issues.

Any party who becomes a leader should listen to the voices and needs of its own people. If this government treats and respects each of our immigrant families sincerely, the government should continue to improve and improve the problems that exist in immigrant family reunions over the years!

Family is the happiness need of each of us, but the government regards family reunion as a gambling lottery game, and it has been for many years! Really angry This is not respecting the human rights of our immigrants! Our parents are humans, we have feelings instead of games, machines!

Here we see some people who have been waiting for family reunion for 5-12 years! Our parents have been playing this game for 7 years! Every year is the shattered hope, disappointment, grief, time and time again is a kind of spiritual torment! Because of this stupid gambling, it is very unfair to treat immigrant families who have been waiting for a long time. Now we strongly appeal to the government to improve this gambling system. We have the right to demand fairness and reasonableness! We strongly request to stop this cruel gambling game! !

Because each immigrant family is different, why can't the government consider various aspects and make multiple choices? ? ?

For example:
1. Applicants can participate in gambling games.

2. Applicants can voluntarily participate in paid application, or freely choose to auction fast reunion places and so on. This can really help those individual applicants to reunite with their parents and families as soon as possible, and it will also help the government's economic expenditure, which is fair and reasonable.

3. Applicants can also choose to wait in order. This is only a matter of time, but everyone in the queue has a chance, which is fair and reasonable.

Since there is no perfect solution, why just continue this gambling game mode? Why can't there be more models for applicants to choose freely? Our real need is family reunion, instead of playing games with our parents who get older day by day, how much time do they have to play this imperfect game with the government?

It's time for the government to hear it's people's voices, if it really cares and has a heart for them! Let's get together and make our voices heard!

There is no best system. The problem is we do not have the resources to bring all parents and grandparents to Canada. So there will never be a system that satisfies everyone.

But hey the world is not fair. Does every immigrant who wants to come to Canada get to come to Canada?

Now if Canada had a lottery system for immigrants to come to Canada would you also say the same ie treats everyone equally, irrespective of where we live, how fast is our connection......

No right? And some would argue we want to bring in the best candidates as immigrants. Skills. Background checks etc. Maintain society. Improve talent pool.

I dislike lottery because it treats the whole process and everyone involved in it as a game. Trivial.

And despite what people say about fairness and what not.......life is not a game.

I cannot think of any important non sport based or game based limited resource or program that decides to distribute assistance or spots to people needing it based on a lottery. Certainly not jobs. Not healthcare. Not social assistance. Not pensions. Not education.

Can you imagine if how much we earned was decided by a lottery regardless what you studied how long you studied how much work experience you have? every year lottery decides how much you earn that year. We rotate every year. Sounds like a fair thing treats everyone "equally". Can you plan your life like that?

So why is PGP relegated to a lottery fair and acceptable. In the end those who support the lottery and say things like it is fair and what not treats everyone equally......they should have nothing to complain about. One advantage of lottery is that people who dont get it can tell themselves it was not their fault and there was nothing else they can really do so just leave it to fate. No guilt. The government also can say the same. Oh it is all a roll of the dice. No discrimination. All is fair and square. Don't blame me. Tough luck. Try again.
Lots of wealthy parents apply for all the low income senior programs because they don’t have any Canadian income. They also apply for OAS/GIS because they qualify not based on need. Many of the programs are purely based on Canadian NOA. If anything many of the more well off have done all the research as to what free services their parents qualify for once in Canada. I think that many of the low income senior programs should be asking whether someone has been sponsored and what their children’s income level is in addition to any assets abroad. Most sponsored parents will never work in Canada so you can’t compare parent sponsorship to economic immigration.

Part of it is because Canadians have this idea they want to come across as very fair and equal.

Generally things that involve having an advantage because you have money and are rich is taboo. (Although in reality that is absolutely usually the case).

Very political.

The reason why Canada even has this PGP program whereas other countries do not is because of this reason to come across as humanitarian kind and egalitarian and compassionate.

Honestly if most of the country knew about the parent and grandparents sponsorship program there would many who would be outraged. If I was one of the million without a family doctor, had my local ER close on the weekend due to staffing issues, be on the waitlist for a longterm care spot which can be years, have been waiting 1+ year to see a specialist or have surgery, etc. it is pretty understandable that many would ask about meeting current needs before welcoming parents and grandparents who will likely never pay taxes.


There will never be a raffle to auction off spots to the highest bidder because it would be challenged in court almost immediately. It would favour the wealthy and would encourage people to take out loans they can’t afford. LICO amounts are so low (too low based on actual cost of living) because they don’t want to favour only those making a higher income. We have tried to have waitlists but they got so long it was ridiculous and took too much effort to maintain. Knowing you may be able to sponsor your parent 10 years from now was not popular and a lot of resources were wasted because by the time IRCC started processing the applications many parents were ill or deceased. There were supposed to be an update to the program right before covid. Assume there may be some prioritization based on years in Canada, years in Canada as a PR/citizen, amount of times you have applied (if you actually met LICO throughout the years), etc. but IRCC will need to make the metric they use to determine priority as simple as possible. Due to covid IRCC went back to the lottery. People apply when they don’t qualify all the time as it is so making it a complex application will only lead to more people applying who don’t qualify. PGP is an H&C program so there is minimal appetite to spend a lot of money calculating who gets priority or running multiple programs.

This is such a good idea. This would have potentially given 100s of actually applicants a chance all these years. 500 deposit and weighted lottery based on the number of years taxes filed and preciously applied would be such an easy tweak and much more fair
Would likely need to be years of taxes filed meeting LICO because filing taxes while not making any income especially as an international student would give most students priority without having a track record of meeting an income requirement.

I think printing, signing, and scanning would be the safer option. That is what my lawyer suggested for their visitor visa application, so going to do that for PR too.

Hi, my both my wife and I got invitation to sponsor our parents (mine and hers) separately. and we are co-signer for each other. We are confused when we are filling the IMM5768(Financial Evaluation For Parents and Grandparents sponsorship).

Where should I put my wife's parents number (2 persons) in the form?

* 3. A) Current undertaking - 2 (my mom and my dad)
* 3. B) Previous undertakings
iv) Number of persons included in previous undertakings you co-signed, where these undertakings are not yet in effect (persons who have not yet become permanent residents). - 2 (my wife's mom and dad)

Is the above number correct? the 3. B) iv) is for previous undertakings, but we are applying together now, it should not be previous undertaking. But I cannot find a correct place to add my wife's parents number in the form.

If anyone know how to fill the number in this case? Thanks a lot!!!
