I had the same issue when submitting my parents' documents. the solution was to have 2 envelopes inside another one. My parents' letter was very clear that we had to have it all in the same package, so that's what we did.

Hi, I have received the request for submitting PCC . I have to submit PCC from two countries , so should I be uploading it Twice through the Upload Documents in the GC Key Sign in. Currently Im able to upload one and enter the information for PCC one of the Country.
Finally, finally, finally, visa collected today, March 2nd.
Timeline:
Nov 19, 2021: Submitted application:
Jan + Feb, 2022: Forms request
Aug 18, 2022: Sponsorship approval request
Sept 27, 2022: Biometrics request
Sept 28, 2022: Sponsorship approval granted.
Oct 14, 202: Biometrics done
Dec 13, 2022: Medical request
Jan 10, 2023: Medical done
Jan 13, 2023: Medical passed.
Jan 17, 2023: Police clearance request. Did advanced police clearance on Jan 10th and submitted on Jan 14th via webform.
Feb 2, 2023: PPR request
Feb 14, 2023: PPR submitted
March 2, 2023: Visa collected.
Note: I was not able to link the application via GYkey, tried +++ and gave up. Thus, I relied on the emails.

In the VFS instruction they have mentioned one package for one applicant, so I have to make two packages

I submitted the replacement on 4th Jan 2023. In Sep-2022, I submitted PCC received from India. After reading this forum, I realized that in some cases, IRCC requested PCC from Canada if the PA is in Canada during application submission and during the process. So, I submitted the replacement in Jan-2023. I received the confirmation on Jan-06th that the replacement document was added to the file. Today, again, I received the same email saying the replacement document was added to the file. Is it normal?
