Hi all,
My dad is the applicant who is currently oversea (China), and my mom is the dependency but she’s currently in Canada and stuck here due to covid. My dad got a letter to submit visa as the decision as been made but indicated any dependencies in Canada do not need to send in passport but submit a web form. We followed the instruction but now my dad had gotten his visa back with COPR from Beijing without any instruction given to my mom. What should we do? I’ve sent in another webform but I haven’t heard back. I’m desperate and hoping to get some helpful advice here. Will my mom get contacted locally or will she be forgotten?

Try calling IRCC. If no success with that, try through MP's office.
 
I called the IRCC. No estimation will be given but they will contact my mom once they see the webform that we submitted.

Does anyone know if they will hold on my mom’s process until my dad, the main applicant landed ? My mom is in Canada with a visitor visa, and my dad is oversea. It does not make sense to wait for my dad to land first during COVID. Does anyone have similar experience?

Based on previous examples they aren't allowing spouses who are separated to land. Inland applicants are being given virtual landings and I don't believe they have the capability to do a virtual landing and a paper based COPR. Your father has to land before your mother if he is the primary and she is the dependent.

Will they even provide a virtual landing invite before my dad lands ?
 
My dad already got his COPR paper oversea, and I submit a webform for my mom at the same time. No reply. If he comes Canada, he will be landing. I’m worried that IRCC will consider the whole case complete upon my dads landing ? Will they?

Don’t believe IRCC is aware that both your mother and father are in different countries. He should not land until you figure out whether your mother will get a COPR.

But they instructed us to notify them via webform instead of submitting her passport if my dad or any dependent in Canada within 5 days upon receiving letter. So we submit a form within 5 days to notify IRCC, but we haven’t heard anything from them since. It has been more than a month. If they are not capable of handling paper Corp and virtual landing separately, why did they bother to write that paragraph in the instruction ?

Ok so you notified that your mother was in Canada and your father abroad. They contacted you because if both parents were in Canada as visitors they could have done a virtual landing. I would suggest asking your MP to ask IRCC to find out what is going on with their file and whether IRCC has found a solution to the problem of having one part of the couple abroad and the other in Canada.

Appreciate your suggestion @canuck78 . I will keep contacting IRCC and MP I guess. We were apply with the virtual landing option given, but now it seems it’s definitely an less than optimal system that IRCC has created. I’m sure many other families are experiencing the same frustration.

The virtual landing option is only possible if both your parents were in Canada based on others who have posted. Some have ended up on hold because one parent is in Canada and the other is abroad. The IRCC phone line isn’t very reliable so your MP is probably your best option but I would specifically ask your MP office to find out whether there is a way for both parents to land even though one is abroad and one is in Canada.
