My wife & I hold PRs. We applied for my parents (Both of them are retired, they get monthly pension & rents) visitor's visa to visit us for 2 weeks in April for our 2nd wedding anniversary.

Parents docs:
  1. Proof of assets, bank statements, finances, electricity bills,
  2. Marriage certificate
  3. Travel itinerary for 2 weeks including place of visit & cost, flight tickets (OnHold not confirmed)
Our docs:
  1. Invitation letter
  2. Proof of status in Canada
  3. Employment letters, bank statements
I have an elder sister and a younger sister. My elder sister is settled in India. Neither she nor my parents are dependent on each other. My younger sister recently received her ITA (not mentioned in this application as she did not receive it when we applied for my parents visa).

B'coz of my parents age & lifestyle, they do not want to stay with us longer than the mentioned time period. This is the first time they are leaving India & I really want them to be with me for our wedding anniversary. I do not have any close family members in Canada other than my wife & her sister.
My parents cannot be with us coz of their other commitments in India.

I am not sure how to provide explanation to the visa officer for the reasons they provided for rejection. I will really appreciate any advice here.

Reason for rejection:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

How long have you been in Canada as PRs? Did you arrive recently?

The fact that they will have 2 children in Canada and only 1 in India creates a lot of ties to Canada versus their home country. Do they own property in a India? A wedding anniversary is not viewed as a good reason for extended family to visit unless it is a big anniversary like 25th or 50th and you are having a huge celebration. The fact that you applied soon after receiving PR could also be causing some concern about how ling they actually intend to stay.
 
I see, Yes. They own properties in India and they take care of the properties in India.
Would you suggest to apply after few months? Or can I try one more time after ordering for GMS? @canuck78

Once you receive GCMS I would reapply and try to address the concerns mentionned as best as you can.
