So in order to sponser a parent via the lottery system, it states the following for the income tax requirement:

"If you are applying in 2017, you must provide proof of income from the Canada Revenue Agency (CRA) for the taxation years of 2016, 2015 and 2014."

So lets say one was to apply January 2017, given that taxes for 2016 are not filed until April 2017...would you just provide the assessed tax return when you get it? As you would not have it available at time of application.

For my situation I would want to apply in January 2019, with my 2016, 2017 and 2018 tax returns. Given that 2018 tax return wont be filed until April 2019.

My 2015 tax return does not meet the minimum income.

Would I have to wait until January 2020?

We don't know which is why no one is answering. You're going to have to wait until the new rules are announced late this year. At this point none of us know what is going to happen next year - if they are going to continue with the lottery (given what a mess that was) or go back to FIFO. This will determine which tax returns are required. Short answer is that if 2015 is required - you'll need to wait another year.
