Hi,
we were luckily drawn to submit our parent sponsorship application last July 2018. We were completing the application and requirement but unfortunately we cannot obtain a passport for our dad within the given deadline (October 3, 2018). Our dad has birth certificate problem in the Philippines which makes it hard for him to get a passport. The processing for birth certificate correction will take 3 months and they don't allow him to get a passport until the birth certificate is sorted out. Now we need to submit the application before October 3.

Instead of making him the Principal Applicant, we put our mother as P.A and then he's the dependent. However from the form it's still asking for the dependents passport information. (imm0008enu_2d Generic Application Form for Canada [IMM 0008]). Can we answer NO for this question now? "Do you have a valid passport/travel document?"
What would be the implication?
What should we do?

Yes....you could answer NO when you submit your parents sponsorship as you don't won't to miss the deadline.

Answering NO will not cause refusal of the sponsorship application......you may include a note to explain your dad passport delay.

Will advice you send the visa office a copy of the passport when it become available.......your dad must obtain a passport before the sponsorship is approved as his PR visa will not be issued without a valid passport.
